Now that the entire legal framework of Chile is being debated, I believe that the water code, which has been inherited by the disastrous Pinochet dictatorship, cannot be lacking in these debates. This law guarantees water, but unfortunately it guarantees water to entrepreneurs and individuals. It is a law that has allowed excessive looting of water, to the point that rivers have diminished so much that the areas where they used to pass have suffered the greatest consequences: droughts. Individuals who have the right to use water is because they have bought it. The previous government proposed that these be temporarily with the possibility of expiring when not being used.
